Will users be able to query the LA2k data in order to explore novel hypotheses

Yes, but 'a priori' hypotheses must first be addressed, which is why users must go through one of the component PIs before submitting a query at this time. There are a number of planned analyses that will be executed first, and component PIs will help organize this by topic area, and add in or suggest any edits to users requests for data in order to fit them into the analysis landscape.

Who is responsible for any unforseen mistakes in building up this resource (aka. I'm neurotic, but what if everyone isnt)

Ultimately, the first author of any manuscript is responsible for the veracity of the results of that manuscript, including scoring algorithms that were put in place by the HTAC core. We are extremely appreciative of the amount of effort that some of our users have put in to attempt to automate and validate the best scoring procedures at the time. But these users are not then responsible for your manuscript, unless you plan to make them first author...(i.e. every user needs to still take full responsibility for what they are working on, to ensure all scoring and analyses were done appropriately for their needs.)
